Large File Content Delivery Network (CDN)

Since we don't have a public S3 bucket to share large assets, we are faking a CDN (content delivery network) by storing large files in Repo1.

This repo uses Git-LFS and is used to store assets that are publicly visible. Great for videos, pdfs, etc. that are referenced by multiple sites. Using this technique is also better for NIPR users, as commercial video hosting sites (YouTube, etc) are often blocked.
